Technical Regulation QCVN 14:2018/BKHCN specifies the limits for technical indicators and quality management requirements for internal combustion engine lubricants (lubricants used for 4-stroke and 2-stroke internal combustion engines).
QCVN 14:2018/BKHCN does not apply to internal combustion engine lubricants used for security and defense purposes.
QCVN 14:2018/BKHCN is the National Technical Regulation on Internal Combustion Engine Lubricants, issued under Circular No. 06/TT-BKHCN on May 15, 2018, by the Minister of Science and Technology. This regulation defines the technical limits and quality management requirements for lubricants used in internal combustion engines.
Internal combustion engine lubricants include those used for 4-stroke and 2-stroke engines, categorized as:
Mineral oil: Oil derived from petroleum through distillation and processing.
Synthetic oil: Oil created through chemical reactions from base compounds.
Semi-synthetic oil: A blend of mineral oil and synthetic oil.
Viscosity Grading: Kinematic viscosity levels must meet the manufacturer's published standards.
Mandatory Physico-chemical Indicators: Must comply with the limits specified in this Technical Regulation.
Additives: Additives used in blending must ensure compliance with safety, health, and environmental regulations. They must not cause damage to engines or storage, preservation, transport, and distribution systems.
Labeling: Lubricants circulating on the market must be labeled in accordance with current regulations.
Lubricants that are manufactured, blended, or imported must have a Declaration of Conformity and bear the CR conformity mark before being circulated on the market.
The declaration of conformity is based on certification results provided by a designated certification body.
Domestically produced/blended lubricants: Apply conformity certification under Method 5 or Method 7.
Imported lubricants: Apply conformity certification under Method 7.
Importers, Manufacturers, and Blenders: Must declare applicable standards that do not contradict QCVN 14:2018/BKHCN, ensuring quality aligns with both the regulation and their published standards.
Manufacturers and Importers: Must perform the Declaration of Conformity as per QCVN 14:2018/BKHCN.
Distributors and Retailers: Must ensure the quality of engine lubricants complies with QCVN 14:2018/BKHCN.
